Re: 457-17-291-TO - Pay and Display Meter Upgrade

This Request for Information (RFI) is issued for Auckland Transport (AT).

The aim of this process is to seek and obtain information from organisations regarding the potential supply of Pay by Plate technology for on and off parking services for Auckland Transport.

- There are currently 810 pay and display meters in operation.
- The majority of the current meters are of ten years old and are in need of upgrade or otherwise replacement.
- The credit card readers must be Payment Card Industry (PCI) compliant.
- Auckland Transport aims to introduce a Pay by Plate user interface without printed tickets.
- Pay by Plate offers customer benefits by not requiring to display a ticket and this also allows for future Licence Plate Recognition (LPR) enforcement.
- The ability to expand the fleet of Pay by Plate meters to cater for potential future Park and Ride management.
- AT operates four large off-street car park buildings. The future vision is to transition to a Pay by Plate payment operation in these car parks with LPR cameras at entry and exit to “read” vehicles in and out.
- Auckland Transport is introducing an App (AT Park) as a new way as to use and pay for a street parking. AT Park is a system which allows parking users to use and pay for the parking services using multiple channels (i.e. mobile app, website, IVR and SMS).
- Each on-street parking area is linked to a specific ID and customers use this ID and their license plate number to initiate parking sessions.
